Washington, D.C. (February 3, 2022) -- GovExec, the leading information services and insights company for government leaders and contractors, announced two key appointments today. Constance (Connie) Sayers has been promoted to Chief Revenue Officer, Troy Schneider has been promoted to President of Content Brands and Dave MacIntosh joins GovExec as Executive Vice President of Data Sales. The announcement was made today by Tim Hartman, CEO, GovExec.
This new leadership structure signals the imperative to provide clients with best-in-class solutions from across the expansive GovExec portfolio. To support the company’s new strategic vision, Constance Sayers will elevate to the newly created position of Chief Revenue Officer of GovExec, where she will have oversight of all revenue and sales across the entire portfolio of content brands and platforms and data companies which include GovTribe, The Atlas, Military Periscope, Forecast International and City & State. With Connie taking on a new role, Troy Schneider has been promoted to president of the combined portfolio of GovExec and Public Sector 360’s content brands. He will oversee operations, content, audience growth, and marketing. He will report to Connie.

Connie will provide company-wide oversight of all growth and revenue initiatives, bringing her expertise in operations, data sales, and advertising to the full suite of companies that make up GovExec.”
Hartman continued, “Having a well-respected leader like Troy who understands all sides of content, operations, and audience development lead our content brands will set us up for great future success across the federal, state and local, and defense sectors that we serve.”
Expanding data sales will be key to the next phase of growth for GovExec. In the newly created role of EVP, Data Sales, Dave MacIntosh will focus on business development and sourcing new data streams to grow the revenue for the software and data products including GovTribe, The Atlas, Military Periscope, and Forecast International. MacIntosh joins the company with 25 years of experience in startup and high-growth data revenue leadership roles.
“Dave brings an expertise in business development and growing data revenue streams to support the company's transformation to a technology-driven company,” said Sayers to whom he will report. “I am really excited for Dave to build out our SaaS and DaaS models to provide more actionable intelligence tools to the market and to reach more customers.”
Prior to being named CRO, Constance Sayers was President of Government Executive Media Group, where she led multiple years of consistent revenue growth, taking the company from $9M to $27M in six years and launching Leading Brands, Studio 2G, and the Route Fifty and Defense One brands. In her career at GovExec’s former parent company, Atlantic Media, she held various positions, serving as vice-president of National Journal where she directed the ad sales team, created National Journal LIVE, and developed the company’s 2008 and 2012 Presidential Elections and Conventions programs. Twice, she’s been named one of the “Top 100 Media People in America” by Folio and was included in their list of “Top Women in Media.”
Troy was previously GovExec's General Manager for Government Technology Brands. For many years he had been the Editor-in-Chief of both FCW and GCN, two of the oldest and most influential publications in public-sector IT. Mr. Schneider was General Manager of Public Sector 360, the government-focused business unit of 1105 Media before its acquisition by GovExec. Prior to joining 1105 Media, Mr. Schneider was the New America Foundation’s Director of Media & Technology, and before that was Managing Director for Electronic Publishing at the Atlantic Media Company, where he oversaw the online operations of The Atlantic Monthly, National Journal, The Hotline and The Almanac of American Politics, among other publications.
Dave comes to GovExec from Health Information Management Systems Society, Inc. (HIMSS) where he served as Senior Global Partnership Executive to transform the healthcare ecosystem thru information and technology. Prior to joining HIMSS, MacIntosh was Chief Revenue Officer for Metrostudy, a Hanley Wood data technology company, where he spent 17 years before there was a successful private equity exit. His efforts led Metrostudy to become the largest provider of real estate information and SaaS solutions serving the nation’s top builders, financial institutions, building product manufacturers, and school districts. In addition to Metrostudy, Mr. MacIntosh was a Senior Manager for Bearing Point’s (formerly KPMG Consulting) High Tech and Consumer Markets practices and also held senior positions with Niku Corporation and Accenture Consulting.
